Form PF Data Mapping Template for Annual Filers

The SEC and CFTC have extended the compliance deadline for Form PF amendments from October 1, 2026, to July 1, 2027. This gives annual filers extra time to prepare, but it's more than just a delay. It's a chance to build a robust data collection framework that serves beyond this single filing.

Don't treat this extension as an excuse to procrastinate. As SEC Chairman Paul S. Atkins emphasized, this is "a technical information collection effort" that demands careful planning. Teams that start mapping their data sources now will be ready to file accurately in 2027. Those who wait will find themselves scrambling at the last minute.

Purpose of the Template

This template is designed to help you identify and document the data sources needed for Form PF reporting before deadlines loom. You'll map each reporting field to its system of record, define extraction methods, identify gaps, and assign ownership.

Beyond Form PF compliance, this exercise documents data lineage across your organization, enhancing accuracy for all regulatory filings that use the same systems.

Prerequisites

Before using this template, ensure you have:

Regulatory clarity. Download the Form PF instructions from the SEC website and identify applicable sections for your filing status. Annual filers have different requirements than quarterly filers, and large hedge fund advisers have additional obligations.

System access. Ensure you have read access to your portfolio management system, accounting platform, risk system, and any other sources feeding regulatory reporting. If not, have contact information for someone who does.

Cross-functional participation. This isn't just a compliance task. Involve portfolio management, operations, IT, and finance. Schedule a two-hour working session with representatives from each group.

A current system inventory. List all platforms storing fund data, investment positions, counterparty relationships, or risk metrics. Include legacy systems, even if they're slated for retirement, as they might contain historical data needed for reporting.

The Template

Create a spreadsheet with these columns:

Form PF Section/Question Number. Reference the specific line item from the form, such as "Question 5: Gross Asset Value."

Data Element Required. Describe the form's request in plain language, like "Total gross asset value calculated using fair value."

Primary System of Record. Name the specific platform where this data resides, such as "Bloomberg AIM" or "Charles River IMS."

Data Location Within System. Document the exact table, field, or report, like "AIM Portfolio Summary > Gross Assets field."

Calculation Required? Note if aggregation, netting, or transformation of raw data is needed.

Extraction Method. Specify how you'll pull the data: manual report export, API call, scheduled batch job, or direct database query.

Extraction Frequency. Indicate how current the data needs to be, such as month-end snapshots or point-in-time values.

Data Owner. List the person responsible for maintaining this data source, including their email and phone.

Backup Contact. Name a second person who can provide this data if the primary owner is unavailable.

Known Data Quality Issues. Document any concerns, like incomplete records or reconciliation breaks.

Gap/Remediation Status. Mark as "Available," "Needs Enhancement," or "Not Currently Captured," and note your remediation plan and target completion date.

Last Validated. Date when you last confirmed this mapping's accuracy.

Customizing the Template

Your organization's complexity will determine the template's detail level.

For single-fund advisers: Simplify the template with fewer columns, focusing on system of record, extraction method, and data owner.

For multi-fund complexes: Add columns for fund identifier, legal entity, and reporting consolidation rules.

For funds with complex strategies: Add a "Valuation Source" column for multiple pricing vendors.

For funds using multiple custodians or prime brokers: Add columns for counterparty name and data reconciliation process.

If you're planning system changes: Add a "Future State System" column and a "Migration Date" column.

Validation Steps

A complete template isn't validated until tested.

Run a mock extraction. Use a historical quarter to populate every Form PF field using documented data sources.

Compare your output to prior filings. Ensure new data sources produce consistent results with past filings.

Document calculation logic separately. Write out complex formulas in a separate document with examples.

Schedule quarterly validation. Have data owners confirm their systems haven't changed each quarter.

Test your backup contacts. Ensure backup data owners can extract information by having them perform the extraction.

Review with external auditors or consultants. Show your Form PF data mapping to your audit team for inconsistencies.

The July 1, 2027, deadline will arrive whether you're ready or not. Decide now if you'll spend the week before filing hunting for data sources or reviewing a completed draft for accuracy. This template won't guarantee perfect compliance, but it turns an information collection effort into a documented, repeatable process.

And that's worth more than nine extra months.
